Support to victims of human trafficking shelter for victims of human trafficking

Final Report for 2006 year

During the last two years the organization with the aim to increase the effectiveness of support to victims of human trafficking has opened a shelter for victims of human trafficking.    


The place of the shelter is kept strictly confidentially. The information concerning shelter is open only for the persons worked in this sphere. In necessary cases the information is given to doctors worked jointly with us and IOM representatives. 



×  The place of shelter is kept confidentially. Only employees are informed about it;

×  Nobody is informed about the information that  victims are in the shelter;

×  Since the period victims are brought to shelter till the period they are brought away they don't leave shelter;

×    The information about them isn't published in Mass Media;




×           First of all every victim brought to our shelter is provided with psychologist, if necessary gynaecologist and other medical necessary supports are provided with. Victims of human trafficking are provided with legal and other supports if necessary.    

×           FOR EXAMPLE: A victim of human trafficking from Gandja town whose child has been taken away was in danger to return to her native home. We applied to enforcement bodies with victim's agreement and guarantee of protection of all her rights. After giving evidence on the part of her voluntarily a large criminal group was arrested and the child was returned to mother.    

OTHER ONE EXAMPLE: After returning with very big difficulties from Dubay a woman from Baku city applies to enforcement bodies. And in the result besides of that the worker of Office of Public Prosecutor abused the victim he opened criminal case against her. After reference to the organization we applied to the Ministry of Internal Affairs and Office of Public Prosecutor, infringement of the rights was prevented. Her rights were protected. Though the criminal hasn't been arrested yet (she knows that she is in search in Baku and criminal case is open against her and she doesn't return to Baku) the inspector was punished. Nowadays this woman is one of constant employees of our organization.    

A new example: During speeches on Gandja Television relative of woman of 39 ages removed from the country asked to help in her returning away. After correspondences with the authority bodies of Turkey Republic we achieved her returning to the country. After search of her in Gandja town her relatives said that she has hidden in a village and she doesn't want to meet anybody. After conversations we brought her to Baku city, gave her shelter, provided with a job for her (in beauty salon). After a month she has already chosen a residence for herself and she lives independently now.  


With support of the Ministry of Internal Affairs "Support line" (2005) was open with the aim to help persons victims of human trafficking problem in the "Clean World" Social Union. In the "Support line" number 511-11-51 during 24 hours the persons lodging complaint are taken. Activity aims of the line opened with support of Department on Fight Against Human Trafficking is to render support to persons whose children, relatives were lost, and also to the persons victims of human trafficking problem. Support Line began new activity. The organization conducts propaganda campaign of the line for the present.

×     Organization of conference together with OSCE in Baku city in 2004 (on August 28, September 9);  

×     Preparation of 2 manuals concerning trafficking for NGO;

×     Conducting of seminars in 6 frontier regions of Azerbaijan (Balakan, Guba-Gusar, Gazakh, Gandja, Lenkoran-Masalli, Nakhchivan), and conducting of Civil forums with participation of representatives of different strata of society (believers, employers, municipalities, representatives of executive, enforcement bodies, education, public health, the youth, Mass Media, NGO and etc.) in 20 regions (Masalli, Lenkoran, Saatli, Beylagan, Barda, Nakhchivan, Babek, Sadarak, Djulfa, Kurdemir, Sheki, Zagatala, Balakan, Khachmaz, Siyazan, Guba, Gusar, Baku, Shsmax, Goychay, Astara, Imishli, Absheron villages) (general number of participants till nowadays - 1879 persons);   

×     Preparation of offers by Civil forums and report of these offers up to Presidential Executive Aparatus and the Ministry of Internal Affairs;   

×     The organization conducted training for representatives of NGO invited from 8 regions of Azerbaijan by ABA CEELI;

×     Selection of active youth from 6 frontier regions and preparation of them as trainers in this sphere (in general 18 persons);

×     The organization supported creation of organizations conducted activity concerning human trafficking problem in Nakhchivan, Balakan, Gazakh, Gandja, Guba, Gusar, Masalli (voluntarily). 

×     Conducting of zone seminar-meeting on the theme of "Role of religious attendants in prevention of human trafficking criminality" together with Public Commission on Work with Religious Structures with participation of different religious structures, government, Mass Media, NGO and international organizations and missions conducted activity in our country (voluntarily);     

×     Report of the offers put forward in zone seminar-meeting to Baku office of OSCE, Presidential Executive Aparatus and the Ministry of Internal Affairs;    

×     Conducting of seminars among potential victims in 4 boarding-schools;

×     Conducting of monitoring in the streets of Baku city, saunas, beauty salons, among taxi drivers and distribution of enlightenment booklets concerning the problem among 500 persons;   

×     Conducting of seminars for representatives of Mass Media (voluntarily);

×     Conducting of seminars for representatives of enforcement bodies in the regions;

×     Constuction of cooperation with the Ministry of Internal Affairs, the Ministry of Foreign Affairs, Presidential Executive Apparatus for prevention of the problem;  

×     Edition of booklets of 4 names;  

×     Preparation of "Routes of illegal human trafficking from Azerbaijan" map; 

×     Printing of 3 placards;

×     Preparation of 3 video rollers;

×     Conducting of competition among journalists written on this theme;

×     Distribution of National Activity Plan accepted in this sphere, Law on Fight against Human trafficking and other enlightenment materials among representatives of executive, enforcement bodies, Mass Media, NGO, municipality and other persons in 30 regions of Azerbaijan;

×     To organize participation of representatives of government, NGO and Mass Media in international and regional measures conducted in this sphere and etc.



15 women victims were trained computer knowledge in the office. We organize this opportunity also for other persons victims in our office.


  • Concerning placing of children got education in boarding-schools (potential victims of human trafficking). Placing of boys in military schools and girls in specialized schools after leaving school for some maintenance of their future;   
  • Offers given by the organization in changes made in Criminal Code concerning human trafficking problem;
  • 1 offer to the Ministry of Internal Affairs (2005) 
  •  Offer on "Creation of departments worked at Domestic violence problem in Police departments and work of women in these departments, activity of hot lines" was given.

The organization uses the following means and ways in finding of the victims:

×     By means of the Ministry of Internal Affairs;

×     By means of International Organization for Migration;  

×     By means of missions from regions;  

×     By means of telecasts;      

×     By means of booklets (distribution of telephone numbers and etc.);  

×     By means of the victims provided with support;

×     By means of taxi drivers;

×     By means of sex workers.



The organization conducts cooperation with local control bodies, local government bodies or municipalities in the following directions:


×     Before trip to regions the letter is submitted to Presidential aparatus and local Executive Authority; 

×     The Ministry of Internal Affairs supported us in conducting of seminars to enforcement bodies in the regions. With this purpose we applied them in writing form.

×     By means of local NGO and support groups;


×     Not official network of representatives from frontier regions of Azerbaijan and other regions is formed. Soon signing of Memorandum is planned jointly.

×     "Anti trafficking regional group" (Georgia, Uzbekistan, Russia, Turkey, Armenia and etc.);

Besides human trafficking problem the organization also works at other issues:


×     The organization works at protection of human rights and freedom, but as a priority protection of woman rights is in the focus of attention. Priority issues: 

*    Protection of women on all articles of SEDOW;

*    in the main prevention of trafficking in woman and children problem;

*    domestic violence;  

*    prevention of all cases of violence against women;  

*    woman and health;

*    involving of women participation in construction of civil society and etc.


AGIC promotes creating the history of civil society and those initiations by studying womanవblic activity in the end of XIX - the beginning of XX centuries. The collection of the visual evidences and oral reminiscences allows not only to recalled the events, become utterly absorbed in the atmosphere that reigned at that time but also to comprehend, understand how and what efforts were demanded for establishing of Caucasus women಩ghts. The information collected here will serve also as a supporting material for teachers, historians and researchers working in the sphere of woman࡮d gender problems. They will get an opportunity of using these unique documents as historical references, visual and oral evidences.


The European WomenԨesaurus is the tool for definition and search of the "female" information in databanks, the Internet and the collection of women଩braries, the documentary centers and archives. The European WomenԨesaurus contains 2087 European terms.

In the Azerbaijan version of the Thesaurus are brought 589 terms reflecting sociopolitical realities of the Azerbaijan society, national and Islamic culture.

The data base supposes to include the gender focal points:㴡te agencies, National parliament, Business sector, Mass media outlets, 鮴ernational organizations, functioning in Azerbaijan, Funding institutions, functioning in Azerbaijan,鰬omatic corps, functioning in Azerbaijan, the individual actors (individual feminists, writers and poets, artists, scientific women಩ghts lawyers). In Azerbaijan by initiative of the President Ilham Aliev in accordance with Presidential Decree dated by 6 of February 2006 State Committee on Family, Women and Children issues has been established. Chairwoman of the Committee is Mrs. Khidjran Guseynova. She is the professor of the Baku State University and the first woman- the doctor of political sciences in Azerbaijan
