2005 Sixteen Days of Activism Against Gender Violence

On Friday, November 25, Coalition 1325, which unites Azerbaijan governmental agencies, international and non-governmental women's organizations held a meeting dedicated to the start of the 16 Days against violence campaign. It was decided that Coalition will organize several meetings with the state ministries, primarily with the Ministry of Justice and Ministry of Internal Affairs. The purpose of the meetings is to bring to their attention propositions of the women's groups on the ways to combat violence against women and developing of the governmental interventions strategies.  Coalition established a group of delegates, who will represent Coalition at that meetings, they are Azerbaijan Gender Information Center, Society of Women Oil-Workers, Union of the Independent Teachers.

On December, 8, Coalition 1325  will hold round table 'Violence against Women and its Infuence on Girls Education'. The participants of the round table will be representatives of the Empowering Education Program, school teachers and psycologists. The main topics which will be discused are the influence of domestic violence on girls and their ability to sudy , work with parents, who prevent their daughter from attending schools and early marriages.

About Coalition 1325

The last fifteen years were the years of big challenges for Azerbaijan, making him at the same time gain significant political experience in standing for and defending sovereignty. The fundamental principle of the newly independent state was principle of the  "open society", which was reflected in the national Constitution. Azerbaijan took a course for integration into the international community and building up democracy and market economy, but this development might not be complete, if women will not be included into political participation and their status will be improved.

Our struggle for women's rights was going on during the war time, when after occupation of the 20% of the Azerbaijan territories, more than one million refugees had to be integrated into national community. After this sorrow figures, one can understand what meant to us Resolution 1325 adopted by the Security Council of the UN, which aimed at increasing of the role of women in conflict resolution. This resolution adopted 5 years ago has become a manifesto of the women's peace building activism, which opened a new space for enlargement of gender rights and opportunities.

We were not divided into men and women when we were struggling for independence, so for the effective future strategies of development it is vitally necessary to include women into the constituent part of the development - peace building. Women activists of Azerbaijan, with the support of UNIFEM have joint for the National Coalition 1325, declaring goodwill and benevolence of its goals. The coalition joined women MPs, representatives of the governmental structures, NGOs, political parties, mass media, 22 women in total. "Coalition 1325" does not bound itself only to peace building, even consider it to be the core of the major problems, but offers strategies to improve women's status in the society through their greater involvement in decision making processes in economic, political, cultural and political spheres. The main objective of Coalition is to ensure that equality between women and men became the major component in all attempts to resolve social, economic and political problems.

As part of their mission "Coalition 1325" held Civic Forums in 14 regions of Azerbaijan, covering half of the territory of Azerbaijan. The project was entitled Civic Forum not by chance, as it was not political discussions or debates of the opponents - it was a dialogue with women, who are the full-members of the civil society. Participants of the Civil forum were women activists representing different structures of the Azeri society, including women refugees and IDPs. The speaker women at the conference were member of the coalition 1325, who are active participants of all educational and peace building activities, supported by UNIFEM.            

The Forum's agenda was based on the Beijing Platform for Action and included:  

  • Women, poverty and economics;

  • Women and education;

  • Violence against women;

  • Women in the decision making processes;

  • Women and military conflicts;

  • Women and health.

Forums also were based on the National Plan of Action on implementation of the Beijing Platform. This plan incorporates number of the complex activities most prioritized of which are: women and economy (problems of poverty, ownership, etc.), refugees and IDPs, women and health care, women and decision making, women and labor, women's NGOs. The support from the State Committee on Women's Issues and UNIFEM sufficiently increased productivity of the Civic Forums.

Women and Violence

Violence against women is a widely-spread phenomenon, which is also present in Azerbaijan, what in many ways is stimulated by the social and economic problems. Azerbaijan governments initiated various amendments to the current laws to protect women from the various forms of violence, including rape, sexual harassment and trafficking in women. The efforts taken in these directions are not sufficient and are impeded by law consciousness on the violence roots and incomplete information about different forms of violence and scope of the problem. Historically developed and socio-culturally informed system of values envisions women as a submissive and subordinated part of the society. The , do not pay great attention to the problem and measures of prophylactics are of a from-case-to-case character.  

The participants of the Forums decided that a hard work is needed to be done in the following directions: decrease of poverty level, strengthening of the moral code within a family, protection of women from violence and trafficking, raising awareness on enforcement of the legal protection of women, based on the international and national legislation.

Since 2001 UNIFEM participates in realization of the regional informational campaign - "Life without Violence". In 2002 State Committee on Women's Issues together with women's NGOs, women's fractions of the political parties joint the "16 Days against Violence" campaign. They conducted number of seminars and conferences, attracting mass media. In accordance with the National Plan of Actions has been implemented number of effective measures, including appointment of the National Coordinator of Trafficking in People. As a result 115 facts of trafficking of 216 people were identified, 200 people were prosecuted. National Plan of Action projected creation of the shelters and hot lines for the trafficking victims, which will render them psychological rehabilitation.    

One of the most wide spread form of violence against women is domestic violence, the cause of which is often is economic dependence. Forum participants showed examples, which proved increase of violence against women in the recent time, and made their proposals on how to combat this problem. To summarize this proposals they might be divided into the following categories:

  1. Economical - taking into account that the majority of girls while applying for job are exposed to the all forms of sexual harassments, it is necessary to made amendments to the current legislation and to enforce administrative penalties for employers.  Often families living in the economic hardship do not allow their minor girls to go to school in order to work in the family husbandry, or even to get married. Widely spread unemployment among women, make them more vulnerable to be attracted into the trafficking, when women are deceived and trapped into sexual slavery.
  2. Domestic violence - after getting married women are often forced by husbands to leave their work place, men even prevent women from participation in public life and promotion in the workplace. The tendency of the selective abortion, when preference is given to boys is on its increase and husbands force their wives to terminate pregnancy. Women face serious problems while attempting to divorce. It is important to propagate marriage contracts and to make this form compulsory.
  3. Social violence - some women pointed out that some women are harassed because they dress or apply make-up in a provocative way.
  4. Educational violence - one of the major tasks in this direction is raising awareness, familiarization with international and national anti-violence legislation, new courses for schoolchildren and students, prevention of the early marriages among children, educational trainings in the law-enforcement authorities. Another issue is to increase role of the Mass Media in raising awareness and instructing public about gender-based violence. It is necessary to open Crises Centers and shelters for domestic violence victims, as well as to attract more women to police services, who will be more sensitive to this problem and will know how to react on it. All educational activities must first of all be aimed at men.
  5. Activities on the governmental level - control on implementation of the legislative acts must be enforced. Government should work out mechanisms of adequate responses to the gender-based violence: establishment of the Crises Centers, introduction of the new legislative and administrative acts dealing with issues of domestic violence, sexual harassment etc., creation of the mobile groups, which will be able to provide quick response to the violence, opening of the 24-hours hot-line for victims. Certainly, all above mentioned recommendations does not limit other actions and mechanisms aimed at decrease of violence against women. The control and effective assistance in this regard is responsibility of the State Women's Committee, NGOs, Mass Media and communities.

Proposals of Women's Groups to the Governmental Agencies

  1. To broaden educational activities on Women's rights;
  2. To strengthen control over implementation of the international conventions on Women's Rights, which Azerbaijan is a state-party of, and national legislation;
  3. To introduce into the school curriculum courses on equal rights;
  4. To conduct trainings among men on the topic 'Violence against women';
  5. To conduct trainings among police officers on 'Violence against women';
  6. To recruit policewomen to the police station, who will be able to provide assistance to the victims of violence;
  7. To prevent cases of impeding minor girls from going to schools and forcing them into marriage by strengthening of the legal penalties. To raise awareness among parents and public organizations and to attract municipal bodies to this activities;
  8. To prevent newly marriage girls from giving up their jobs on request of the husband or his relatives by raising awareness about marriage contracts and ways of their negotiation;
  9. To prevent sexual harassment in work places by applying more strict penalties to the employers. In private sector, the labor contract should include the clause that prohibits all forms of sexual harassment and abuse in the work place;
  10. To protect women from the disputes originated from buying-selling estate property agreements, by widening educational activities among them on these issues;
  11. To prevent trafficking in women to the foreign countries it is necessary to work on establishment of the new working places in the regions and organizing programs, that will provide women sufficient professional training;
  12. To prevent selection abortion, it is necessary to organize state programs aimed at improvement of the lives of the young families, and to propagate among them Islamic values;
  13. To prevent parents from impeding girls from going to school and involving them in the house labor,
  14. To establish monitoring and to prevent cases of propagation of violence against women in TV (movies, cartoons) and to work with TV Departments to do instead educational anti-violence programs.

AGIC promotes creating the history of civil society and those initiations by studying womanవblic activity in the end of XIX - the beginning of XX centuries. The collection of the visual evidences and oral reminiscences allows not only to recalled the events, become utterly absorbed in the atmosphere that reigned at that time but also to comprehend, understand how and what efforts were demanded for establishing of Caucasus women಩ghts. The information collected here will serve also as a supporting material for teachers, historians and researchers working in the sphere of woman࡮d gender problems. They will get an opportunity of using these unique documents as historical references, visual and oral evidences.

In Azerbaijan by initiative of the President Ilham Aliev in accordance with Presidential Decree dated by 6 of February 2006 State Committee on Family, Women and Children issues has been established. Chairwoman of the Committee is Mrs. Khidjran Guseynova. She is the professor of the Baku State University and the first woman- the doctor of political sciences in Azerbaijan
